this girl sounds a lot like me with relationships. just give her time. i am sure she feels the same way but absolutely terrified to admit it to anyone with a fear that you will be like the guys in her past or shell realize she wont like you and have already lead you on and now is terrified to hurt you. Maybe she's worried what people will think. keep doing what your doing hanging out just as friends getting to know each other and let the future play out on its own. the next step is her to admit her feelings to you.
