Are you protected under paypal buyer protection if you're paying for a service?

I'm paying someone I found on craigslist to put together a photoshopped page for an online birthday card. I heard that in order to be protected under the buyer protection, the item I bought must be tangible. Is this true? So services are not protected? What if I list it as a good instead of a service?
