What is wrong with this person? She she bi or hates me?

I'm a little confused - I have a job and am a high performer - my boss - is aloof and avoids me and practically ignores me 90% of the time. More than 5 or 6 times she has checked me out in a seductive way. I think she is struggling with same feelings but I'm confused as to why the working relationship is not working out with her. She just doesn't respond most of the time but when I meet with her face to face it is typically very curt and somehow I can feel how there is awkwardness and she has checked me out and usually she cannot control it. How do I resolve a situation like this in a professional environment? I tried my best to establish a good communicaton but no luck. She seems uncomfortable and then has moments of this awkwardness in checking me out and then quickly turns into being curt and practically runs away......
