Should American street gangs be prosecuted as terrorists ?

I heard on TV that some in Chicago actually contacted Moammar Kadaffi in Libya and offered their services (for money) to terrorize America. The gangs only purpose is to further crime (and terrorize the Public). They should be stripped of their citicenship, (if they have any) and deported to a remote location after they do their time.
